Shall the City of Hagerman, Idaho, be authorized to incur an indebtedness and to issue and sell its revenue bonds in an amount not to exceed $10,000,000 to pay all or a portion of the cost of acquiring and constructing improvements and betterments to the wastewater treatment facilities of hte City, said bonds to be payable solely from wastewater system revenues, or a term which may be less than but which will no exceed forty (40) years from the date of the bonds, as more fully provided in Ordinance No. 1065?
